Open Enrollment (District-to-District)

Open enrollment is the process by which parents/guardians residing in one Iowa school district may enroll their child(ren) in another Iowa school district under the terms and conditions of Iowa Code section 282.18 and the administrative rules of the Iowa Department of Education, 281 Iowa Administrative Code chapter 17.

Open enrollment forms are available by clicking on the Iowa Department of Education link to the right or by contacting the Western Dubuque Central Administrative Office.

Open Enrollment (Within District)

(Attendance Center Waiver)

Students will attend, according to the address at which their parents/guardians reside, the school attendance area described by the attendance boundaries. Students with special program needs may be assigned to a school based on those needs. If a parent/guardian wishes to enroll their child(ren) at a school within the district other than their assigned attendance center, they may apply by completing an Attendance Center Waiver form.

Attendance Center Waiver forms are available by contacting the Western Dubuque Central Administrative Office or by clicking the Attendance Center Waiver link to the right. Waivers may be submitted beginning March 1 for the following school year.

Waiver approvals for preschool and transitional kindergarten students are valid for one year only. Waiver approvals for kindergarten through 4th grade students are valid through 4th grade unless overturned by the Board based on classroom size or program availability. Waiver approvals for 5th through 12th grade are valid until graduation unless overturned by Board direction.
